Three Measures of the District Human Resources and Social Security Bureau Actively Promoted the Introduction of Tax Sources in Our District

 

First, implement big data comparison and accurately target key enterprises with off-site tax-paying. Make full use of the “big data” informatization method, use the social insurance information database and the tax system registration database for data comparison, filter out the list of enterprises that insured in our district without paying tax, and combine with the tax payment caliber, further select 41 key enterprises to carry out visiting services, accurately target, and carry out work in a targeted manner. Second, conduct one-on-one visits to open up fast service channels for enterprises. The main leaders of the bureau lead the team and take the initiative to visit the enterprises and listen to their difficulties in the social security and tax payment services. Designate a specific person to establish a communication connection with the enterprise, and include key enterprises into the scope of key service targets of our bureau. All departments open fast channels for the enterprises, provide “manager” services of human resources and social security, dynamically track the basic situation of the enterprises, and implement the precision service of “one enterprise, one policy”. Proactively inform the policies of benefiting enterprises, respond to the needs of enterprises in time, and continue to optimize the business environment. Third, provide a policy gift package of human resources and social security services. Integrate policies in various fields that benefit enterprises, including human resources, employment services, social insurance, and labor security, and send “policy packages” for key enterprises. According to the enterprise’ employment and business conditions, promote various policies that benefit enterprises, including social insurance reductions, post subsidies, and social insurance fees and subsidies, etc. Ensure enterprises enjoy the policy dividends in a timely and accurate manner, and alleviate funding difficulties for the enterprises to resume normal operations. All of the measures have been fully recognized by the enterprises. In the first quarter, the tax services of three off-site tax-paying enterprises including Beijing Gehua Cultural Facilities Management Co., Ltd., Beijing Tongrentang International Pharmaceutical Co., Ltd., and Beijing Times Chinese Press have been moved to our district, with a cumulative increase of district-level tax of RMB 3.7102 million, completing 37.1% of the progress of the financial resources construction work in the district.
