Conduct the Overall Requirements for Primary and Secondary Teaching of Dongcheng District in the Spring Semester in 2020

 

Since the suspending of school from February 17th, all primary and secondary schools in the education system of Dongcheng District have strengthened guidance for students’ study and life at home, organized students to carry out a large number of activities including review consolidation, inquiry and research learning, reading classic literature, performing physical exercise, and participating in housework, and others. According to the work plan of the Beijing Municipal Education Commission, Dongcheng District will coordinate the advancement of epidemic prevention and control and education and teaching, and move on step by step based on consolidating existing work. In the new stage of integration of epidemic prevention and control with curriculum teaching, which adjusted from the previous stage that students studying independently at home and giving priority to epidemic prevention and control, overall education and teaching work should be comprehensively planned, the implementation of teaching plans should be promoted, and the curriculum teaching mechanism suitable for the normalization of epidemic prevention and control should be established. 

First, comprehensively and accurately follow the spirit of the Notice on Coordinating and Promoting the Education and Teaching of Primary and Secondary Schools in the Spring Semester of 2020. Education and teaching of the spring semester of 2020 should be taken as a whole. The stage of suspending schools, online subject teaching and learning and the period after the opening schools constitute this semester. Under the overall curriculum teaching arrangement, adjust work priorities and measures promptly to ensure the effective connection between various stages and smooth transition. The teaching arrangement for the new stage must be consistent throughout the semester. 

Starting from April 13th, the content and methods of student learning at home will be adjusted. According to the curriculum teaching plan, the school will carry out online teaching activities for all grades and disciplines of primary and secondary schools, and fully utilize time and efforts to complete the tasks of subject teaching. Through a variety of methods such as curriculum integration and adjustment of teaching plans, the overall education and teaching tasks will be completed by the end of the semester. 

Reasonably plan the curriculum and subject teaching, formulate the Dongcheng District Subject Teaching Guidance Opinions: as a programmatic document for coordinating the teaching of this semester, and guide all primary and secondary schools to do well in the curriculum teaching in the spring semester of 2020. 

Formulate a unified curriculum teaching plan of online subject teaching and the education and teaching after the official start of the school, ensure that the curriculum content enters the schedule, the total amount of the courses meet the standard, and the connection between the two stages is smooth, and so shall be the transition of the two stages. After the official start of the school, the online teaching and the student mastering condition will be sorted out and evaluated to effectively connect the courses of various subjects to ensure the implementation of the subject tasks. 

Second, the “three transfers” and “two standardizations” coordinate the overall promotion of the education and teaching for elementary and middle schools in the spring semester of 2020. “Transferring stage” from independently learning, and “gaining new insights through reviewing old material”, and promoting ability improvement, to promoting the teaching tasks of the subject curriculum in accordance with the curriculum teaching plan of this semester. On April 13th, 12 grades of primary and secondary schools and all disciplines (11 disciplines in primary school; 15 disciplines in middle school) all started online teaching, and the Municipal Education Bureau provides exemplary curriculum resources (the primary department provide 4 disciplines; junior grade 1 and grade 2 departments provide 8 disciplines; senior grade 1 and grade 2 departments provide 9 disciplines), and the municipal and district education bureaus combined to complete the current education and teaching tasks. “Transferring Field” from the emergency priority to the junior and senior Grade 3 while students of other grades directed by schools to use the resources provided by the school and society to study and manage independently, to the comprehensive and normalized utilization of municipal level model curriculum resources for 12 grades provided by Gehua CATV Network’s 12 “air classroom” TV channels (the channel numbers are 501-512), Beijing Digital School Website, Tencent, Ali (Youku), Baidu, ByteDance (TikTok), Kuaishou, Chinese Online, Yixia Technology and other platforms, which could be selectively used by schools and students, so that the city, district and school can jointly complete the current education and teaching tasks. Dongcheng District has recorded and prepared to record a total of 379 lessons, including 67 lessons for the elementary school and 312 lessons for the middle school. “Transferring Requirement” from advocating independence, using education platforms for gradual learning, to clear curriculum arrangements and subject teaching guidance. Propose collective management with rigid requirements.  

Standardize the online teaching behavior of each subject, and the cumulative daily online teaching duration should not exceed half a day in principle; the online duration of each lesson should not exceed 25 minutes for elementary school students or 35 minutes for secondary school students; students are not required to watch together, but each day they should complete watching the lesson required at that day; schools coordinate resources, unify requirements and progress, but cannot superimpose and repeat the courses of the city, district, and school for students to learn; the homework should be layered and appropriate and cannot be passed on to parents to do or correct on behalf of students or teachers. 

Standardize the criteria of “teaching, learning and examination”, clarify the teaching contents, goals, duration and implementation suggestions. Based on the curriculum standards, with the “big concepts, big units, and task groups” as the basic form, highlight the foundation, backbone and core curriculum; integrate, reorganize and streamline each unit or chapter of the textbook; highlight the ability training; and ensure the realization of subject education objectives. The final exams are under the unified guidance of the Education Commission and are organized and implemented by the school. The scope of the exams cannot be expanded, and the difficulty of the exams will not be increased.
