The First Innovation-oriented Platform for Historical Communities Management Was Established in Dongcheng District

  After several months of preparation, the innovation-oriented platform designed for managing selected cultural zones in Dongsi South was just launched a few days ago. The platform is jointly established by Chaoyangmen Sub-district and its responsible organizations and has become the first professional platform dedicated to the development, innovation, and community-level management of historical communities in Dongcheng District.

  It is learnt from Chaoyangmen Sub-district that the platform has launched Hutong Elderly Reading Club, its first incubation project. In the future, it will launch a variety of projects such as Hutong Public Service Space Renovation, Hutong Micro Garden and Chaoyangmen Exploration Series.

  Reading Club sets up a communication platform for the elderly

  On December 21st, Hutong Elderly Reading Club incubated by the platform was held at a tea house in Yanyue Hutong. More than a dozen senior citizens gathered together to enjoy tea and share their reading experiences. "It feels like I was a few years younger," said Ms. Yu, almost 60 years old who lived near the tea house. A bookworm she is; it was her first time to join the reading club. It helped her to not only find a few good books, but also meet several like-minded new friends.

  "We investigated the community after the platform was launched, and found that quite a few senior citizens loved reading books, however, with limited chances to exchange. Luckily, the owner of this tea house loves reading books and enjoys communicating with the elderly. Thus, the platform helped to organize this event, and brought them together." The person in charge of the platform told the reporter that in the future, the platform will explore more local business resources, promote a benign interaction between the business and local communities. Various activities established in collaboration with several institutions are under incubation, including Hutong Public Service Space Renovation, Hutong Micro Garden and Chaoyangmen Exploration Series.

  To become a resident platform for responsible planners

  Selected cultural zones in Dongsi South cover an area of 0.34 sq km and contain 15 Hutongs and 6 communities.

  The platform aims to provide the communities and local institutions in the selected zones with technical support, resources, publicity and promotion, project incubation and other services. At the same time, it will play a coordinating role in the selected zones to protect Hutong style, improve people's livelihood and carry out community building among others.

  According to Li Zhe, Deputy Director of Chaoyangmen Sub-district Office, the platform is jointly created by the three strategic partners of Chaoyangmen Sub-district, Beijing Municipal Institute of City Planning & Design and Beijing University of Technology. Shijia Hutong Style Protection Association is entrusted to operate and maintain the platform. At present, the association has assigned two full-time staff to be responsible for the specific work. At the same time, professionals are also sent from Beijing Municipal Institute of City Planning & Design and Beijing University of Technology to the sub-district to provide relevant ideas and suggestions. In addition, the platform will also build expert library, media bank, public space information bank and institutional resource library.

  Since the partner of the platform is also the responsible planner of the sub-district, the innovation-oriented management platform is also the resident platform of the responsible planners. Through this platform, Chaoyangmen Sub-district will take the initiative in introducing the practice of responsible planners working in the resident office in the community, so as to explore the way to implement the responsible planner system.

  It is an optional action of urban work reform

  In order to effectively promote the work, the platform has established a monthly meeting system, which will be convened by the Comprehensive Support Office, and attended by the Secretary of the Working Committee and the Director of the Office. The meeting will be joined by the responsible persons of the Party-masses Working Office, the Urban Management Office and the Community Construction Office. Institutions affiliated with the cultural group in the communities will also be invited.

  At the regular meeting, the parties mainly discussed the progress made in the contracted project of selected cultural zone in Dongsi South, resource collection of historical communities, project incubation and stock, development of humanistic space, reuse of the emptied space, the work related to responsible planners, and the plan for the next month.

  "Since the first regular meeting on November 16th, various departments have reported good results. The platform not only integrates external resources, but also improves the efficiency in the sub-district." Li Zhe believes that the platform is a result of an optional action to respond to Beijing urban work reform. It is a supporting facility deeply tailored for the large-scale reform of the sub-districts. On the basis of department integration, it will further the overall coordination process, and achieve timely coordination of key tasks, intensive use of policy funds, and flat decision-making process. Such efforts aim at forming a synergy to promote the protection and revival of historical communities.
