New Adjustment in Beijing Secondary Vocational Education Tuition-Free Policy and State Grants

  First, expand the range of tuition-free policy. Since the fall semester of 2012, the current secondary vocational education tuition-free enjoyment range has been expanded to the official students of public schools and those of private schools approved by the executive branch of government, who come from urban and rural families at subsistence level(including hardship subsidies), the students from urban and rural low-income home, entitled groups enjoying pension aids and their children, orphans (including those supported by welfare agencies and those socially scattered), the children of the disabled, the disabled students, rural students and the students studying agriculture-related majors. The second is to adjust the level of state grants, canceled a third-class state grants. The third is to adjust ways of ensuring funding. Free tuition and state grants, in accordance with the current funding subordinate relations, should be borne at municipal and district / county fiscal levels. From the fall semester of 2012 to the spring semester of 2013, the county-owned school grants are entirely borne by the municipal finance. From the fall semester of 2013 to the spring semester of 2014, the county-owned school funds will be borne at municipal, district/ county levels, sharing 50% each. Since the fall semester of 2014, the county-owned school grants will be borne by the district/county finance.
